Evaluate the efficacy and safety of neoadjuvant therapy with atezolizumab plus bevacizumab compared with active surveillance prior to surgical resection in early-stage HCC patients who are at high risk for disease recurrence.

Inclusion: participants with early-stage HCC who have been recommended by the local MDT to undergo curative surgical resection. . Exclusion criteria: Known fibrolamellar HCC, sarcomatoid HCC, or mixed cholangiocarcinoma and HCC Evidence of residual, recurrent, or metastatic disease
